Allegheny Housing Stabilization Collaborative

"AHSC"

What is AHSC?

The Allegheny Housing Stabilization Collaborative (AHSC) is a countywide partnership of organizations working together to prevent displacement and keep households safely housed across Allegheny County.

Rather than treating housing instability as a single problem with a single solution, AHSC coordinates multiple interventions into one connected system. Through collaboration between legal aid providers, mediators, rental assistance administrators, and resource navigators, households are able to access support that reflects the complexity of real housing crises.

AHSC partners work together across every stage of the eviction process, including:

  • early outreach to households facing eviction,

  • mediation before court involvement,

  • in-court legal representation and resource navigation,

  • rental assistance paired with negotiation and stabilization planning,

  • culturally responsive navigation services,

  • and post-judgment appeal and lockout support.
     

This coordinated structure allows programs to reinforce one another rather than operate independently. A household may move between multiple forms of support depending on their needs, with providers communicating and coordinating throughout the process.
 

The collaborative currently includes programs and partnerships involving RentHelpPGH, ACTION-Housing, Community Justice Project, Neighborhood Legal Services, Just Mediation Pittsburgh, and Pittsburgh Hispanic Development Corporation in coordination with the Allegheny County Department of Human Services.
 

AHSC’s goal is not simply to respond to eviction filings, but to build a coordinated housing stabilization system capable of helping households navigate crisis with dignity, clarity, and meaningful opportunities to remain housed.
